Performance management in the tariff domain

After the rather problematic launch of the framework tariff agreement (German: "Engeltrahmenabkommen") in Germany, we show how a reform of the framework can lead to a improved flexibility of personnel costs and to the creation of a substantial, merit-centered performance management within the tariff domain.
